The fact that he had an armband with a badge says he is not CP. Myself or any of the guys I have worked with doing CP or RST for that matter have never displayed their badge. Even at events I have been asked not to display it even when not working CP and just doing stewarding! Even on response at West Ham I just carry it not display it.
The duffel coat is a totally different matter, I didn't realise you could still get them other than with a slightly obtuse bear with a penchant for marmalade snack foods!

Umless he has a weird thing for the WW2 Navy look! That just occurred to me!
